A lo mejor es una tontería, pero a mi me suelen funcionar sin problemas añadiendo al PATH del sistema el camino completo a la carpeta bin donde está instalado firebird. Por ejemplo, en mi caso,
"c:\Firebird\2.5\bin" Saludos
