No basta con que declares ese objeto, debes inicializarlo al crear el componente:

constructor MiCompo.Create (AOwner: TComponent);
begin
  inherited Create (AOwner);
  ElBitmap := TBitmap.Create;
  ...
end;

destructor MiCompo.Destroy;
begin
  ElBitmap.Free;
  inherited Destroy;
end;
