cambiar numero a texto de txt

buen dia amigos tengo un problema, quiero hacer un programita que me lea un txt

que llevara los siguientes campos

LOTE NO.138 MANZANA 1 SUPERFICIE: 92.28M2


AL NORESTE 13.25 MTS. CON CALLE 1
AL NOROESTE 4.27 MTS. CON CALLE 1 Y CALLE DEL POZO
AL SURESTE 9.61 MTS. CON LOTE 10
AL SUROESTE 14.15 MTS. CON CALLE DEL POZO

y quiero que me los interprete de esta forma

LOTE NO.CIENTO TREINTA Y OCHO MANZANA UNO SUPERFICIE: NOVENTA Y DOS METROS Y VEINTIOCHO DECIMETROS CUADRADOS


AL NORESTE TRECE METROS Y VEINTICINCO CENTRIMETROS CON CALLE UNO

Si entendí bien, el problema aquí es simplemente pasar los números a letras puesto que lo demás solamente hay que leerlo en un string y concatenar.

Aquí te mando una función que a mi me sirve muuuucho:

Retricciones:

1) Solamente traduce a letras números de hasta 2 decimales.
2) No estoy seguro (nunca probé) que funcione con números negativos. Pero esto puede solucionarse fácilmente agregando la palabra "MENOS" en la sentencia de llamada.
