WebDeploy

One of the most popular features of Ghost Installer is WebDeploy. This feature allows you to create small-size installations, which download only those components that were requested by the user. Following the download, the packages are saved in the same folder as the main installation file, and the installation will not download these files again.

¿Con innosetup como se puede hacer el web deploy?

se ve interesante. es como el instalador de windos live messenger
bajas un pequeño archivo y segun las opciones que selecciones
se descargan los archivos y en su caso otros instaladores que se
necesiten y no todos los archivos. solo los necesarios.

Pues no lo sé, pero teniendo en cuenta las capacidades que tiene seguro que puede crearse una DLL o algo así que, combinado con el InnoSetup propiamente dicho, probablemente permita hacerlo.
