Yo tube alguna vez ese problema y lo solucione de esta manera




1) Delete the file: C:\documents and settings\<username>\.borland\registry.slm
2) Run c:\program files\borland\delphi7\bin\D7Reg.exe
3) Click next...
4) Open then Delphi7
