Te comento:
1- Este error se produce debido a los Windows Update Security KB2982791 y KB2970228, los cuales afectan a las versiones desde Delphi 8 a Delphi 2010.
2- El workaroud temporal es: Eliminar dichos update mientras Microsoft resuelve el problema.
