Muchas gracia amigos... Ya está todo solucionado...
Seguí las instrucciones al pie de la letra y ya estoy programando en mi Tablet...
tuve que activar el modo desarrollador clickeando las 7 veces que dice el manual en el numero d ela version (eso no lo sabia) y adicionalmente tuve que cambiar el modo de conexión a: "Camera (PTP)"...

A proposito, al compílar mi "hola Mundo" tuve un error:
[PAClient Error] Error: E2820 Could not find program, 'C:\Users\Public\Documents\Embarcadero\Studio\15.0\PlatformSDKs\adt-bundle-windows-x86-20131030\sdk\tools\ZipAlign.exe'
