Solucionado, simplemente con incluir en el formcreate:

if GetLastError=ERROR_ALREADY_EXISTS then
 begin
  Caption:='segunda';
  mandamensaje(paramStr(1));
  halt;
 end;

Eso si, sigo queriendo saber si hay otra alternativa...
