Mira, yo no manejo ib pero supongo que el acceso desde php será similar a otras bases de datos. Si ibase_connect no produce ningún error quizá entonces el error esté más adelante. Utiliza la misma técina de
die() con ibase_query e ibase_fetch_row o bien haz un
echo de $q y $res (y también del resultado de ibase_connect) para ver que realmente regresan algo distinto de cero.
También verifica que tu ambiente satisfaga esto:
