Gracias pero he encontrado una solucion mejor
justo antes de printer setup hay que poner esta linea:

QuickReport1.QrPrinter := TQrPrinter(Sender);
QuickReport1.PrinterSetup;
Esto era por que despues de darle al boton aceptar del PrinterSetup intentaba usar el QrPrinter sin estar creado y en anteriores versiones no hacia falta crearlo.
